(NIP2) treasury
A treasury nip which allows anyone to create a treasury manged and controlled by a DAO, whose members are holders of a specific Nana. This is useful for DisableFallback , a balance that is controlled by the Nana dao, designed to receive nanas in the scenario a NIP becomes vulnerable and its disable_tx is assigned.
